Files contain admission applications; supplementary eligibility documentation; and correspondence relating to admission or post-admission problems. Admission applications contain certificate of identification and applicant's physical condition; notarized statement listing woman's name; age; height; race; birthplace; birth date; occupation; relationship to veteran (wife; mother or daughter); marriage date (if veteran's wife); veteran's death date; veteran service record (e.g., war served in; service duration; enrollment and discharge dates and places; rank, company, and regiment; discharge cause); pension amount received by applicant and value of any property owned; number and ages of living children; name, address, and relationship of person to notify in case of sickness or death. Documents submitted to establish admission eligibility include birth, marriage, and discharge certificates; certificates of service; pension statements from the Federal Bureau of Pensions; notices from Veterans Administration concerning pension rates; and statements of inheritance.

The Illinois Soldiers' Widows' Home (1895-1963), a home for indigent mothers, wives, widows and daughters of honorably discharged veterans, was created in 1895. The Wilmington home was governed by five Governor-appointed trustees, who operated the home under the supervision of the Board of State Commissioners of Public Charities (1895-1909) and the Illinois Board of Administration (1909-1917).
